It's not as clear as you seem to think it is.

The Constitution gives Congress the power to authorize war.

The Constitution does not forbid that power to the President.

Furthermore. . Where does the Constitution get it's power and authority from?

I don't discount the point you are trying to make. When time permits, I would like to see military actions and deployments pass a Congressional Muster. However, we should all know how that would only result in too many cases where (during that politicization) - even more innocents are targeted and killed by our self-declared "enemies."

I might ad that in the current environment, success can't be achieved when one party would either leak information before an operation or would purposely refuse to pass a war powers resolution just to spite the other side for political reasons. Congress is about the worst entity on the planet for keeping a secret.
