They don't necessarily nurture pedophilia. It is just likely that pedophiles would be tempted to apply for work there just because it IS a magnet for children. If the pedophiles have no record of acting on their sickness, an employer has no way of "rooting" them out. It would be interesting to know which of those 17 were known pedophiles.
