All which just gives the illusion of removing partisan gerrymandering but still allows for it while giving the people implementing it the "non partisan" cover they want.

This bill is designed specifically to answer your objection by creating:
  • a ranked list of map-drawing criteria,
  • explicit prohibitions on partisan favoritism,
  • measurable statistical thresholds,
  • comparison to alternative maps,
  • rebuttable presumptions,
  • and judicial procedures for enforcement.
That is much more concrete than anything in place. Perfection can be the enemy of greatness but it gives courts the ammunition they need to keep them honest.

So, submit it as a clean bill and put Senators on record as opposing or supporting it. Simple. That won't happen because democrats are as dedicated to playing political games as they ever have been.

It was. The senate committee voted it down this time. The time before when democrats had both chambers it was introduced by democrats, made it out of committee, and was filibustered by republicans.

Look. The deal is, regardless what you think, gerrymandering heavily favors republicans so they wont support it. There is no downside for democrats because it would help them AND it is the right thing to do. For Republicans it would hurt them and it is the right thing to do. Obviously you know how that is going.

The other thing is counting illegals in the census, which gives Dems even more voting power.

Just like the "temporary" Virginia redistricting plan is. There will be some dreadful reason why they can't go back after the elections, probably because too many Republicans get elected or some such BS.
