The only way you get 40% representation is if you have densely populated areas where all the voters vote the same way. The only way to get rid of Gerrymandering would be an amendment to go by a list system, where you vote for the party, and the reps are distributed by the percentage vote. So a State with a 60/40 split gets 6 reps from party A and 4 reps from Party B.
