While I do not see Americans voting out establishment's democrats and republicans any time soon, I see that most Americans are not satisfied with their president, congressmen and senators, not under Bush, not under Clinton, not under Obama.
A referendum would allow independent candidates to easily win, because a negative vote option will give a voice to all those people who disagree with the establishment media's predicted winners, candidates who became popular because of establishment's publicity rather than ideas.
If people are concerned about a dictatorship, or about establishment finding ways to rig elections, there is no better way to vote out a dictatorship then by giving people a negative vote option, because when you can only vote FOR a candidate, then all the dictatorship has to do is promote a few of it's trusted friends as opposition.
