It is my opinion that while the rich should pay more, everyone (even the poorest of the poor) should pay a minimum of 2% federal income tax.

No one should should avoid paying some federal income taxes.

They buy food and clothes, they pay rent and utilities. Taxes are just another part of the budget. I don't see a reason why they shouldn't pay them.

While I don't have the actual numbers in front of me, I suspect that if the following is true:

45%+ Americans don't pay any Federal Income Tax

that it would be hard to prove that 1 in 2 people can't afford to pay taxes.
