Would this joke be considered racist in modern America?

did you hear the joke about Obama? It goes something like this. He walks into a bar with a parakeet on his shoulder and the bartender ask "where did you get that?" You finish the rest because I am trying to be culturally sensitive. I can't mention the rest of the joke.

The bartender ask "where did you get that"? The parakeet says "Africa".

That's the funniest joke I ever heard. Black guy walks into a bar with a parakeet on his shoulder and the parakeet answers "Afrika"
