Governors appoint vacant Senate seats. Delaware has a Democratic governor who succeeded another Democratic governor.

Actually in some Cases they do. When a Seat is Vacated mid Term For Example.

That is only the Senate and not even every state does that. Members of the House do not get appointed. They have to call a special election within so many days if a general is not coming up.

Even at 16, Paul Ryan was pretty young to lose his dad, He still had 2 years of high school ahead of him, and his father was dead.
 
The Republicans have used the vice presidency in the past to isolate and shut up Republicans that were popular with some voters but a pain in the butt to the party. Teddy Roosevelt is the best example. He was put in the VP slot to shut him up and then McKinley gets himself shot, and as the big GOP honcho, Mark Hanna, said, "That damn cowboy is in the White House now."
Still I have the feeling that it would be more like Romney being a figure head president and Ryan calling the shots. And that too has been a GOP tactic.
