I heard Herman Cain explain it from a business standpoint. A CEO hires the best CFO he can find who will then direct the company's finances. Romney will no doubt give Paul Ryan as CFO more ability to plan and implement policy than obama gave Biden.

If Ryan continues to run for Congressman for Wisconsin's District 1 while running for VP, it will be an indication that he knows Romney will not win.

No, it's a sign that he wants to keep the seat available for Governor to appoint.

Ryan is a member of the House. The Constitution requires House seats to be filled by special election.
