I'll tell you why Obama did not seek Congressional approval for the Paris Accord. It's because he did not have the votes.

Obama did not have a treaty because he understood what petty, self serving idiots Republicans are. Obama understood that Republicans would never do anything to upset the oil and coal interests and that he had no chance of getting a treaty through Congress
