The heads of the Darfuri rebel movements know that Addis Ababa is not the right forum to discuss their issues. According to UN resolution 2046, Addis Ababa forum is assigned to South Kordofan and Blue Nile and discussion between the Sudanese government and Sudan Liberation Movement-North.
Sudan government delegation assured the rebels that the Doha Document for Peace in Darfur is the only framework to discuss Darfur issue.
Dr. Amin Hassan Omer said that the reason behind the government presence in Addis Ababa is not to begin new negotiations, but to continue negotiation on the Doha Document for Peace in Darfur which is sole reference and general framework for realizing peace in Darfur.
Dr. Omer stressed that the Doha Document for Peace in Darfur is considered the basis for negotiation, adding that this fact was confirmed by the Peace and Security Council of the African Union and the UN Security Council through its decision 2035 for the year 2012.
So far, the Darfuri rebel movements have never made official announcement of joining SLM-N. These rebel factions claim that they are only part of Sudan Revolutionary Front, although they have assumed no senior post in it yet.
Leaders of Darfur rebels have joined SLM-N Secretary General, Yassir Arman without being officially invited to the talks. Darfur rebels may deduce that Addis Ababa talks are targeting all the arm holders without exception.
They have joined the talks, although they have refused to negotiate the government for more than eights years at Doha forum under the patronage of the State of Qatar.
Backed by US, Head of Justice and Equality Movement, Head of Sudan Liberation Movement led By Mini Menawe and Head of Sudan Liberation Movement led by Abdel Wahid Nur came to Addis just to undermine the talks.
These movements will be at a crossroads, if SLM-N arrives at agreement with Khartoum and they will pay high price for rejecting Doha Peace Document. The consequences of refusing Doha Peace Document will be unveiled within a couple of days.
