Because the FBI is on a different payroll than the rest of federal law enforcement. Take heart; the Donald still commands elite regular military forces who are religiously loyal to their POTUS, answer only to him, and whose primary mandate is not to arrest any of these terrorists but rather to infiltrate and neutralize them.
