If you really want to get down to it, "government" doesn't even exist, in the corporeal world.

It's a mere word we use to describe the collectivized use of force.
So would you agree that ';the government' which rules over the collective is the collective itself?

Would you also agree that the collective is merely all the individuals within it?

Would you agree, in turn, that the government, therefore is merely the individual and all his neighbors?

I don't bite on leading questions.

Historically speaking, government is the concept by which the mob exerts its will on other mobs and those who would just as soon not buy into the mob mindset.

Despite the popular myth to the contrary, it is in fact minority rule in the end.

Secondly, approxamately half of Americans -for example- don't even show up to the polls...Abstention is not consent.

Add to that the losing side in the election, and it's clear that the grossly overrated "democracy" is indeed minoritry rule.

I didn't say they ruled--I just said they try to enforce the rules when people break them.
You asked what goverment was--you didn't ask who rules.

the societal consensus is to accept the social order because it is more desirable than the alternative (the expected outcome of revolt)

Individual citizens have the authority to elect their government, but those who choose not to cast their vote do actually consent by absentation.
