There used to be maximum and minimum speeds posted on highway signs when I was a kid. Typically, the minimum was 10 miles ph less than the maximum. We should go back to those days. If someone is afraid to drive at least 50 on the highway, they shouldn‘t be there.

Whites have reason to fear black crime. When blacks move into what was a safe working class white neighborhood the crime rate goes up. A criminal justice system that is effective for whites is insufficiently harsh for blacks. Before the civil rights movement that was understood in the United States, and especially in the South. That is why, when a black man and a white man committed the same crime, the black man was given more punishment.
