Ir's the easiest way to put it. Basically you had what appears to be a back door surveillance tactic to make it legal. But what Nunes discovered is that no rules were followed at all.

Communications that had nothing to do with the Russian investigation, or Russia or foreign intelligence were in any of the communications he saw that were disseminated widely and transition team members were unmasked and then of course the leaks.
