US sanctions against Iran apply only to America - as in, the US government and US businesses are prohibited from working with Iran. They don't apply to Iranians. The US has no jurisdiction to create laws for another countries.
On the other hand, the UN Security Council passed a resolution banning Soleimani from travelling - but the sanctions violation occurs for the country that lets him in, not Iran.
In other words, the only person violating the sanctions here is Putin.
