I did a quick review of California law and the only thing I could find is requiring a permit for a vendor/business. This kid is neither and girl scouts sell cookies, I'm not aware of them needing a vendor license to do so (but I could be wrong).

What it doesn't seem like to me though is any kind of "emergency" that required at call to 911 and the police to respond. Unlicensed activity is not generally their jurisdiction.
