GM is a multinational company. GM is currently in second place in China behind Volkswagen Group of Germany. The Audi division of Volkswagen sells more cars and SUVs in China than they do in Germany. To win in the global automotive market, competitors have to be strong in China, which is now officially the world's largest automobile market.
The plants that GM, Chrysler, (including Jeep....hint-hint), BMW, Ford,Toyota, Honda, etc have built / are building in China are for building vehicles in China to be sold in China. The likelihood that vehicles built by a North American based company will be shipped back to North America is almost nil. Makes no financial sense. On the other hand, the first condition of doing business in the Chinese auto market(didi I mention that it is the world's largest automobile market and growing?) is that you have to A) partner with a local company and B) build product in China or face ridiculous import tariffs.

bottom line
My point is that the statement in Red is easily disproven. GM has been invested in China for over 20 years. The opposite of your point ( the flow of cash from profits in China back to the US) is clearly documented as one of the strongest points on GM's balance sheet. Saying GM is putting government money into China is as accurate as someone saying that Jeep is moving to China. We all know how long that lie lasted.
