What if the parliamentary majority is banned?

A parliamentary majority, like a controlling stake, is essentially a form of monopoly. Perhaps a ban on such a majority would be a step towards real democracy.

This is a rather difficult question.
It seems the best option is just to cancel the plebeian democracy, and leave only the Senate.

The experience of Rome says that plebeianism leads to the degeneration of democracy into ochlocracy and imperialism.

Technically, this can be done by limiting seats in parliament for one party, but this can be easily circumvented by creating puppet parties.
 
Maybe make sure that those in the minority are guaranteed an equal voice in proceedings of the elected body.
