Other than a weak association between a desire of the 99% movement and the legislation being introduced, do you have something that conclusively links the two?
The rest of your post is nonsense. There was, and remains, considerably more being discussed by both parties, than just the budget deficit.
Re the first, try common sense. The movement raised awareness of money in politics, polls showed this to be a very popular issue, and Tom Harkin introduced a constitutional amendment (which will probably fail). Clearly the amendment was designed to take advantage of the popularity of the issue, and the popularity of the issue became visible only because Occupy brought it before the public eye. Otherwise the poll showing such strong support would probably not even have been taken.
Re the second, I think you know better.
