If it's a removable magazine, there is no reason why you can't have a smaller magazine is there?
dip stick, magazines are not all universal, some pistols can have short and long magazines, but they have to be small guns that accept longer magazine....like some glocks, the XDs series....but if a gun is made for a 12,15,19 round magazine, a short one won't work....and retooling magazines to be as long but hold only 10 rounds is not worth it to many companies...so if you now own one of those guns...it is now illegal to posses in L.A.
California still has a ten round magazine limit. It is a simple alteration to make a normal capacity into a low capacity magazine. It's stupid, but easy.

Federal Law mandates that they be allowed to change magazines. In point of fact with laws such as these you are dealing with ex post facto situations so even California allowed owners to keep their magazines so long as they owned them before the law went into effect.
Ahhh..but the new L.A. Law was created to get rid of grandfathered magazines....
In which case Federal Law mandates the government entity pay the owners the fair market value for the items involved otherwise it classifies as an Illegal Taking.
