Wal-Mart doesn't set the cost of the product they sell, only the price they are going to charge the consumer for the products they sell. If the costs increase, and they intend to keep profits where they are, then the price they charge the consumer will increase. So in essence, what you are really saying is that the consumer will be hurt, because the tariffs make foreign made products more expensive (or unavailable) for Wal-Mart to sell and keep the same profit margin without increasing the price.

It doesn't change the impact; It just means the consumer can agree who actually gets hurt by the tariffs, and Wal-Mart says it's not going to be them.
 
Combine the tariff tax with the already existing illusionary gains in income caused by inflation, and it's gawn get jiggy.
