If the costs increase, and they intend to keep profits where they are, then the price they charge the consumer will increase. So in essence, what you are really saying is that the consumer will be hurt, because the tariffs make foreign made products more expensive (or unavailable) for Wal-Mart to sell and keep the same profit margin without increasing the price.
