That is an issue between Venezuela and China.

And the Venezuelan taxpayer. They are having an election soon. The fact that Chavez is passing the oil to his buds for less than the cost of production won't fly well in Caracas.

That assertion of cheap oil for China (from Venezuela) was just an inaccurate rumor.
But there was some controversial political aspects to the deal, which benefitted Venezuelan President Hugo Chávez'
