Clearly you have no idea of how the UN works. To apply sanctions the UNSC would have to pass a Chapter VII resolution, and since under its charter the UN has no jurisdiction to interfere in the disputes between Israel and the Palestinians unless something on the order of genocide occurs, that will not happen.
