Look at the economy in most of these places. High unemployment/underemployment exists. Gangs/drug dealers know they have an easy way in when despair is high. And they take advantage of it, paying for safe havens. Young teens/adults are vunerable and see the cash and grab the money.
And it strikes fear in those residents trying to live day by day. How do they battle those with the guns and cash?

Then you have outsiders wishing to stir up even more trouble, under the guise of wanting to help, yet their real agenda is something much more sinister. These groups leaders want these neighborhoods to remain dysfunctional. It serves a purpose. And the residents will grasp at any straw they are given, without analysing the hidden agenda, due to desperation.
They are given no real choices: the schools are bad, even with tremendous funding, in many cases, lack of jobs, lack of help from the local municipalities to help give these areas the same services they do other areas. Money is there from the feds, states to help with cleanup, affordable housing, etc. BUT nothing ever changes. Contracts are given to the councilman's father in law, whom feeds some back to the councilman through backdoors, etc. Why is it, these reps never seem to live within the drug infested neighborhood they claim to represent? Blighted areas exist because money is used for anything but helping the neighborhoods. The cycle just continues because new choices aren't even offered up, so far as leadership goes. Many won't dare run, as they are looked upon as outsiders and would never have a chance, even though they may bring accountability and the only chance these areas may ever have to escape the generational poverty that exists.

I fault the GOP for giving up. Get out there and start visiting these communities, find honest, hard working members of these communities and mentor these individuals to bring a message they are ready to hear. One of real hope and change. Let them know you will not abandon them when the going is tough. And hold accountable those that have failed to fulfill their decades old promises, by only filling their wallets, and excuses for why things never change.
