It could be that much of what Trump is saying and doing at the G-20 and elsewhere is preliminary positioning before entering trade negotiations with other countries. You get a better outcome if the other side thinks you want the moon and are maybe just a little bit nuts. He seems to have used this MO before, talk really loud and tough and then backs down a little to get a better deal.

That said, he's walking a dangerous path IMHO. W don't need to start any trade wars; everybody loses then, so he's gotta know when to pull back and not get too greedy. This is what the guy does, but his expertise in the private arena may not entirely help in the public one where politics comes into play. Proof is in the pudding, what really happens is more important than anything he says.
