If you crack down in other states they will flock to California
and flood that market. Then the cheap labor won't be able to

He's essentially saying that because the State is exercising its sovereign rights he's going to retaliate by not performing his duty under the U.S. Constitution to enforce Federal Immigration Law.

In terms of “sanctuary cities”, there is no legal obligation on the states or the cities to hold illegals for ICE. Furthermore, the feds don’t pay the cities or the states to incarcerate illegals for federal prosecution.

Most state and cities jails are full to overflowing. States and cities can ill afford the tax dollars or the space for illegal immigrants until ICE gets around to prosecuting them. If the individual has been in the US for more than 14 days, there is a lengthy hearing process which may see them remain in custody for months before being deported.

This is a dollars and cents issue. Money is why states and cities refuse to cooperate with ICE.
