I got the information from my wife who is a jack mormon and whose parents were faithful members their whole lives. Her dad was fairly progressive and voted democrat mostly and was probably aware of the pressure to vote with the brethren. I doubt it was ever an official edict but was probably stated by one of the authorities during general conference. If you don't know the pressure to conform to what the authorities 'recommend' in the church, you don't know many mormons.

He said that if they knew and understood the gospel, it would be difficult for them to be Democrats. Since knowing and understanding the gospel is central to their faith, he might as well have said they couldn't be good mormons. It was interpreted that way by their members.
