The President made an explicit offer in last year's SOTU address to give 1,800,000 illegals, including all the so called dreamers, a path to citizenship in exchange for funding for the smart fence and the Democrats rejected it for no other reason than the President wanted it and that's why we have a shutdown now. There is nothing else to understand about the situation.
