No. I referred to 244 US code 2201 presidential records.I am assuming your referring to 44 U.S.C. 3301 which refers to ID of records, non recorded materials and personal papers for everyone else

Still personal records by the president have to be separated by the president or his staff before he leaves office. So he can take personal records or copies of them.
