Looks like in your clip is fake news as they skip past the part where the Governor said in his hypothetical example the infant was non-viable, meaning it didn't stand a chance of surviving, it was going to die! Sadly in a case like that the conversation would be how the infant was going to die and what they can do to ease the infants suffering. Here is the long version.

Any reasonable person would know the painful conversation would be how the fetal anomaly would end the child's life and what can medical science do to ease the baby's suffering.
