The best way to pay for the wall is by using a "Remittance Tax" on money sent out of the US.

There is $601b dollars sent out of the US annually.
A 1% tax would generate $6b a year, a 2% tax $12b a year.
Way more than enough to pay for the wall and maintenance.

I am pretty sure that the Reagan tax cuts originated with Reagan. The White House CAN always bring their proposals to Congress through proper channels and ask them to introduce a bill based on those proposals, so you are wrong.
