The Constitution has been amended before. Probably will be again sometime . In these uncertain times; I wouldn't rule anything out.

If a French citizen robs a bank in Dallas, and is caught outside the bank- is he subject to the jurisdiction of the United States?

It's Yahoo news and people don't listen (surprise). He never said that. He said that lawyers are saying the issue with anchor babies will not hold up in court and it will be tested out.

It was rammed through by an opportunistic and vengeful fed gvmt as further punishment for the southern states...which were ruled by military "provisional" governors who were appointed for the purpose of evading the normal constitutional requirements.

Yes but IF that same robber robs a bank in Mexico as a Mexican citizen then flees to Dallas Mexico has FULL RIGHT to recall him.
The hair splitting here and that is what it is IS the legal ground described as the LAND you are standing on OR the country of your origin.

Take into account here that ILLEGALS do not renounce their country something that IS needed to migrate to ANY other country.

Case history for that would be as easy as Lee Harvey Oswald who went to Cuban and renounced his American citizenship and had to RE-APPLY before his return.

ANY citizen from ANY country that comes here and does NOT renounce their citizenship from their country of origin may NOT become a U.S. citizen.

So as much as it may piss off the OP Trump may have found a tiny flaw in the law.

Simply untrue. There are plenty of dual citizens. I know some personally.
