You want to place blame, look to the OP, the R party, Sarah Palin and Newt Gingrich, BP, Haliburton and the other companies who built and operated the offending well.
And consider the hubris of McConnell and the R leadership in the House, stoogies for big oil, they capped the oil cartels liability at $75 Million - chump change, big oil, big farma, big pharma spend that each month bribing members of Congress.

An evening in California and two days in Chicago? You intend to make a big deal over that? Where should he have planted himself on those occasions? I still don't see any answers as to what he SHOULD HAVE BEEN DOING, and where. Would you have felt better if he had arranged a photo op in the Oval Office instead of going to a fundraiser for Barbara Boxer? Or disappointed his children for a long-promised vacation back to their home town for a mere two days? Yes, he should have just sent Michelle, and gone back down to Louisiana and chatted up more home folk. That woulda stopped that leak, by gum.
How one spends ones time is a good indicator of priorities and values:
April 22: The Deepwater Horizon drilling platform, which had been burning for two days, sinks into the gulf. President Obama, after speaking in New York about the significance of financial regulatory legislation, hosts an Earth Day celebration in the Rose Garden.
April 23: The U.S. Coastguard pronounces 11 Deepwater workers dead after traveling almost 2,000 miles throughout the gulf in search of their bodies. The president and First Lady Michelle Obama travel to North Carolina for a brief vacation, where they enjoy BBQ.
April 24: Coast Guard Rear Admiral Mary Landry announces that the Deepwater wellhead is spewing crude oil into the Gulf of Mexico. The president and first lady continue to enjoy their vacation in North Carolina.

Bobby Jindal declares a state of emergency, as the spill “now covers a 600-square-mile area” and “is about 16 miles off the state’s coast.” Obama delivers remarks in Washington on the importance of cybersecurity. The degree to which this White House appeared utterly bereft of leadership as the crisis unfolded is astounding - and quite alarming.

As the oil was pouring out of the bottom of the Gulf, Obama remarks that he is getting right on the case by requesting a report to look at in a month.
That my friend, would be laughable if the situation was itself not so dire.
The only thing Obama has been forced to do is actually take the Gulf Oil spill seriously - and the president has been dragged by the public outcry and a media finally willing to point some blame his way before he was willing to stop by the Gulf region for a few hours prior to heading off for vacation...
They left out Obama's trip to SF to raise money for Babs Boxer at the Fairmont and the Getties on May 25th where he led the crowd in a bi-partisan invitation to the GOP: "You can join us for the ride, but you're not going to drive".

The oil spill itself is not Obama's fault. I reject that nonsensical standard that anything that bad happens is the fault of some Super Being President (despite Obama's promotion of himself as such).

Reading comprehension has never been your strong point: Here, let me try this again, from your quoted material:

Obviously, if nobody STILL knows "what happened" following 30 days, a "report" on that part would be moot. In any event, he was asking Salazar to do a plan for handling FUTURE accidents like this.
Picky picky, fucking picky. You have never, ever been interested in anything but the blame game.
As this disaster progresses, it becomes even more glaringly apparent that the Presidency is not something that should be a person's first executive experience.
Obama needs training wheels - but as he has surrounded himself with a bunch of equally incompetent, political sycophants, there is no one who can provide him with decent advice.
Meetings, Investigations, and Legislation are not action.
And that is about all the Obama Administration has accomplished, in addition to a few photo ops and an awful press conference.
