Voting only functions well when voters are intelligent and informed; i.e., too infrequently.
Once voters are informed of the effect of their vote they show more intelligence.
…after the damage is done – such as the Brexit debacle.

And there’s no evidence the voters have the capacity to learn from their mistakes, or to show more intelligence.
 
This is the gamble, the risk of referenda. A republic that resorts to a referendum grants democratic choice to a subject. Once the choice is made, revisiting it becomes immensely problematic. That doesn't make referenda out of the question, just very special.
