This is something they made a point of having everyone sign a statement on if they saw anything on this technology. It is highly classified.....and everyone knew it.

So Hillary transmitted it on her private server to someone knowing full well it was Top Secret......which is a felony. If her staff removed the classification to give her plausible deniability, that is a criminal conspiracy according to the espionage act in force at the time it was transmitted.
