The Federal Reserve Board of Governers is most certainly a government agency, whose members are nominated by the President, confirmed by the Senate, and answerable to Congress. It is the Biard of Governors who releases the economic data.

I'm not sure what your point is that could be supported by M2 velocity and year to year change in department store sales. Those are both just two specific and unrelated to each other.
