Regardless of their acceptance of the petition, the evidence is overwhelming against the UNWRA.

IMHO the UNWRA should be disbanded and the regulations concerning refugees as presented in the Geneva conventions applied to the present conditions, with there being NO consideration for descendants.

I’d be curious about the legalities, does the ICC have jurisdiction over UN agencies ? Is Israel required to accept the UNWRA as a neutral third party ? Is Israel within its legal rights to try the UNWRA in its own courts and issue a ruling dismissing it from Israeli controlled areas ? Would it be illegal for Israel to embargo the UNWRA from lending aid, assistance or shelter Hamas terrorists and effectively prohibit the UNWRA in any way shape or form, from entering Gaza ?

In the 2015 UNRWA-U.S. Framework for Cooperation, an agreement just signed on November 17th between UNRWA commissioner-general Pierre Krahenbuhl and the U.S. State Department, the agency committed to “ensure adherence to principles of neutrality,” and specifically “the neutrality of UNRWA’s staff.”

Under the new agreement, UNRWA is obliged to complete a checklist confirming its adherence to obligations under the U.S. Foreign Assistance Act, including the staff’s “appropriate behavior consistent with UNRWA’s neutrality rules/regulations,” and the “prompt initiation of investigations upon receipt of credible information about alleged staff/personnel misconduct.”

(a) If he commits hostile acts against a belligerent;

(b) If he commits acts in favor of a belligerent, particularly if he voluntarily enlists in the ranks of the armed force of one of the parties. In such a case, the neutral shall not be more severely treated by the belligerent as against whom he has abandoned his neutrality than a national of the other belligerent State could be for the same act.

Art. 18.

The following acts shall not be considered as committed in favour of one belligerent in the sense of Article 17, letter (b):

(a) Supplies furnished or loans made to one of the belligerents, provided that the person who furnishes the supplies or who makes the loans lives neither in the territory of the other party nor in the territory occupied by him, and that the supplies do not come from these territories;

The UNWRA is again and again caught violating both the principals of neutrality and engaging a war crimes.

I’d be thrilled to see Israel throw them out of all Israeli controlled territory and embargo them from Gaza. While allowing some other third party to administer ONLY food and medicine while employing ONLY third party nationals from Neutral and agreed upon sovereign nations.
