It sounds false because the "bureaucrats" probably wouldn't have been able to stop someone from launching their boats to rescue someone. And I doubt the "bureaucrats" even had a way to communicate with these people with the boats. Things weren't exactly under control at the time.Sorry, dude, I've been in these situations and his story sounds false.
Oh I would love to here this. I what basis at all is there, with ZERO counter evidence whatsoever, to assume he's lieing? Is this really the point you want to use to counter the other side? That because he's republican, or being a politician or whatever, he's lieing? You would of course believed Obama had he told a similar story, don't deny it.
Also, Jindal never mentioned this in his WSJ piece:

I think he is full of shit, personally. Not that it matters what I think, the guy shot himself in the foot with his baby talk speech.
Umm reading for comprehension is your friend. What Jindal said happened was a Sheriff was on the phon with a bereuacrat who told him he couldn't allow the people to do resuce because the boats weren't licensed. it was a simple phone conversation between the sheriff and whomever this bereaucrat was. From the story it can not be interpreted that he was communicating with any of the actual boats. According to the story said bereacrat did not prevent the usage of the boats, because the sheriff essentially ignored him.
