Gee, what an opportunity to clean-up society! How sad that we don't take advantage of these to throw a net over these people and get them off the street. Our society would benefit immeasurably. I cannot think of another species of life on this planet that encourages disfunctionality rather than screen out the defects to strengthen itself.
