The coupons are for those whose insurance are not covering the full cost of the epi pens- so the full cost of the epi-pens will be paid by insurance companies in the United States- hence by insurance company customers.

The Pharma industry markets their product immediately to the world. Their products are patented worldwide, they are the sole producer. Canada, UK have the same exact pharmaceutical as the US has and gets it at the same time.
What you are addressing is generic drugs that are allowed to be produced once the patent ceases to be in effect, which takes many years to happen.
