Actually, the President did agree to talk with Mueller, but they were not able to see eye to eye about how the interview would be handled. Mueller's MO was to ask people questions about things that were not criminal but could be politically embarrassing, as he did with Flynn, in the hope they would lie under oath and he could prosecute them for perjury, so the President's lawyers insisted the question only be about criminal matters and Mueller demurred. The President said he would release his taxes at the appropriate time, and clearly that time has not arrived yet.
