If the chubby kids are actually starving, then the answer is obvious. The parents are wasting the money they get to feed the children. Remove those children and start putting them iin homes where they can be safely fed. Bring back the orphanage. Schools give 3 meals a day to chilldren and that's not enough. Nothing is really enough to maintain the poor in the style to which they would like to become accustomed. To democrats, the communist way is the best way. Take the kids put them in dormitories.
