No, it was what Joe said when he & Mika were the only 2 on camera ... "we conservatives." In the context of its usage I'm certain he did not misspeak although he may have been referring to himself as being among the rational Americans while throwing "progressives" (and Morning Mika) under the bus.
Ok, so trying to distance himself - even at this late date - from the leftarded looniness can be viewed as his survival instinct at work or his mea culpa but it could also foretell the Democrat Socialist Party's 2020 strategy to confuse Americans by calling themselves "conservatives." It won't have a major impact as most Americans can discern the diff between the Dems and the rational people but it is another unmistakable sign that our left is desperate, justifiably concerned about their future, and BAT-SHIT CRAZY!!!
