    It cannot be theft; the social Power to Tax is delegated by the People.

    A Congress person should know the law and be legal to our supreme law of the land, as a moral Standard, fixed by that public person in that public office.

    Trump also uses numbers as leverage, a way to set parameters and eventually declare victory. Back when he bought the New Jersey Generals of the United States Football League in 1984, he reportedly described his bidding style to his fellow owners thusly: "When I build something for somebody, I always add $50 million or $60 million onto the price. My guys come in, they say it's going to cost $75 million. I say it's going to cost $125 million and I build it for $100 million. Basically, I did a lousy job. But they think I did a great job."

    According to Trump, that trick explains the current proposal to cut the corporate tax rate to 20%, after months of saying he wanted to go even lower, to 15%. "I was actually saying 15 for the purpose of getting to 20," he says, adding, "As you know, this will be a negotiation for the next 30 days. But I wanted the 15 in order to get to 20."
