Not incarcerated. Incarceration never stopped an addict . The president of the Philippines has it right.

But incarceration often does save a life, especially those using harder narcotics and are in a downward spiral of addiction that can only end in death. We're so well trained to see jail as a bad thing that we never see it from the perspective of an addict. Jail gives the addict the opportunity to reset and turn their lives around. Many don't, but then again, many do. Lots of recovering addicts hit rock bottom in a jail cell and can testify that it saved their life.
