State Department to Maintain Hiring Freeze

I saw a graph yesterday about how many slots are filled with Trump/Tillerson picks, how many are temporary, and how many are vacant. The last two would make a big dent in the number of presidential appointees in the department. This is the part I like best in the article:

Trump’s budget proposal for the fiscal year starting Oct. 1 would cut 28 percent of the budget for U.S. diplomacy and foreign aid. Republicans and Democrats in Congress, which approves the budget, have rejected the prospect of such cuts.

I routinely follow the blog of a guy who was a diplomat and he's complaining no end about the changes going on at State. One is an idea floating around that ALL foreign aid has to be zero based.
