Here's what the US Constitution (RIP) used to say, “Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof.”

And here's what 5 SCOTUS Justices said it means, an independent commission “was in full harmony with the Constitution’s conception of the people as the font of governmental power.”
