A supreme Court ruling does NOT equate to the law of the land. It simply determines the constitutionality of the case before it. Campaign finance laws could EASILY be changed by a willing congress & president.

Campaign finance laws could be changed- but they would still have to comply with Citizen's United.

The Congress writes the legal framework, the Executive fleshes out the framework with regulations. Presidents have frequently used their pens to change regulations. Obama is not the first.

So...can the next President "outlaw abortions"? No, but he or she can certainly toughen or relax any federal regulations related to abortions.
